Citation Management is a service offering of Professional Account Management LLC (PAM). PAM offers a variety of processing, payment and collection services to municipalities and financial institutions.

PAM was founded in 1988, in Milwaukee, Wisconsin. The company entered the parking citation processing business and quickly won major contracts throughout the USA. In January, 1998 Citation Management was awarded the City of Milwaukee Parking Citation contract over the incumbent.
